ENHANCED DBS/CRB Checks are for Employers and should be obtained for…..

All Staff and Volunteers who work directly with and who are responsible for Children and or Vulnerable Adults, who come into contact at least once a week  or more than 4 days in any 30 day period, or overnight.

Who provide any form of Care or Supervision, Treatment or Therapy, Training or Instruction, Assistance, Advise or Guardianship. Persons moderating a public electronic communication service (Website, Social Media etc) designed to be used mainly by children.

Workforce Type = “Child and Adult Workforce”.
Please read the notes details below on “Child Workforce” and “Adult Workforce”, if your employees role combines both sectors then “Child and Adult Workforce” should be selected.

Workforce Type = “Child Workforce”. (Regulated Activity in relation to Children under the age of 18 years)

Specified Places: educational institution (e.g.: schools or further education for under-18’s), nursery, children’s hospital, detention centre (e.g.: prison, remand centre), children’s home, childcare premises, children’s care home.

This covers Staff who are Permanent, Temporary, Volunteers or Contractor’s in a Educational, Medical or Care environments.

1.   Works with Children.
2.   Manages people who are responsible for working with Children.
3.   Social Worker – Support and Care Worker.
4.   Family or friends of Foster Carers who live in the foster carer’s home.
5.   A person living at premises where childminding or day care service is provided or who regularly works on premises at a time when the childminding takes place.
6.   People in certain positions of responsibility, such as a children’s charity trustee or a school governor.
7.   Persons moderating a public electronic communication service (Website, Social Media etc) designed to be used mainly by children.
8.   Prospective adoptive parents.
9.   Taxi and Private Hire Vehicle (PHV) licences.
10. School Transportation including (PSV) licences.
11. Assisting an ill or disabled child to eat or drink.
12. Assisting a child that is ill, disabled or where assistance is required with toileting, washing, bathing or dressing.
13. Health care to children: (treatment/therapy) all forms of physical or mental health healthcare including palliative care.

Provision of Health Care by a regulated healthcare professional, or are acting under the direction or supervision of a regulated healthcare professional,  for example doctors, nurses, healthcare assistants and physiotherapists. Health Care roles include:

1. Physical care, mental health care and palliative care.
2. Diagnostic tests and investigative procedures.
3. Non-medical procedures such as taking blood.
4. Psychotherapy and counselling including the provision of psychotherapy and counselling over the phone.
5. First aid, when any person administering the first aid is doing so on behalf of an organisation established for the purpose of providing first aid  (for example, St John Ambulance Service), this is regulated activity. This includes first aid given by Community First Responders.

An enhanced level certificate with barred list check(s) contains the same PNC information and check of information held locally by police forces as an enhanced level check but in addition will check against the children’s barred lists.

 

Workforce Type = “Adult Workforce”. (Regulated Activity in relation to VULNERABLE ADULTS over 18 year olds)

Specified Places: Adult Care Home, Residential or Nursing accommodation, Sheltered Housing. Further Education – Residential Special School 16-19(F.E.) Adult detention centre (e.g.: Prison, Remand Centre, Probation Services, Young Offenders institution, Secure Training etc). Armed security guards working for a government department, for example: The Home Office. Members of peer support groups (e.g.: Alcoholics Anonymous, Mediation Services etc)

This covers Staff who are Permanent, Temporary, Volunteers or Contractors in a Educational, Medical or Care environment.

1.   A person who’s role is carried out in a Care Home, who has opportunity for contact with Residents.
2.   Works with Vulnerable Adults.
3.   Manages people who are responsible for working with Vulnerable Adults in a Regulated position.
4.   Social Worker – Support and Care Worker.
5.   Anyone who needs to be registered under the Health & Social Care Act
6.   People in certain positions of responsibility, such as a Charity Trustees.
7.   Persons moderating a public electronic communication service (Website, Social Media etc) designed to be used by persons who receive a Health or Social Care Service, Prison or Probation Service or are in a removal centre or shirt term holding facility.
8.   Any individual who provides advocacy services to Adults who receive a Health or Social Care Service, direct payments or receive a Probation Service or are in a removal centre or short term holding centre.
9.   Anyone who’s role it is to drive Vulnerable Adults to and from anywhere that they receive a Health or Social Care Service, or receive a Probation Service  or are in a removal centre or short term holding centre.
10. Chief Executives of Local Authorities.
11. Directors of Adult Social Services.
12. Individuals who work in Local Authorities, who’s roles relate to Adults Health or Social Care.

Provision of Health Care by a regulated healthcare professional, or are acting under the direction or supervision of a regulated healthcare professional, for example doctors, nurses, healthcare assistants and physiotherapists. Health Care roles include:

1. A person who’s role is carried out in a Care Home, who has opportunity for contact with Residents.
2. Works with Vulnerable Adults.
3. Manages people who are responsible for working with Vulnerable Adults.
4. Physical care, mental health care and palliative care.
5. Diagnostic tests and investigative procedures.
6. Non-medical procedures such as taking blood (blood donations) and cosmetic surgery.
7. Psychotherapy and counselling. This includes the provision of psychotherapy and counselling over the phone.
8. First aid, when any person administering the first aid is doing so on behalf of an organisation established for the purpose of providing first aid (for example, St John Ambulance Service), this is regulated activity. This includes first aid given by Community First Responders.
Note: Individuals employed for another purpose who volunteers, or is designated, to be that organisation’s first aider is not in regulated activity. For example, a person who works in a department store whose role includes being a first aider is not engaging in regulated activity.
Exclusions to supervision of healthcare: Staff in GP surgeries or dental practices who do not provide health care (for example, receptionist) will not be in regulated activity – a Standard level DBS check or and Enhanced level DBS check excluding the barring lists will be sufficient.

Providing Personal Care:  Assisting or prompting an adult with:
1. eating, drinking, washing, bathing, dressing, oral care, skin/nail care.
2. Training, instructing, or offering advice or guidance to an adult in relation to personal care.
3. Supervising someone providing personal care.

Providing Social Work; activities of regulated social workers including:
1. Assessing/reviewing the need for health or social care services.
2. Providing support.

Assistance with general household matters (day to day assistance in relation to the running of a household of the person concerned where the assistance is the carrying out of one or more of the following activities):
1. Managing a person’s cash.
2. Paying a person’s bills.
3. Assistance with shopping.

Assistance in the conduct of a persons own affairs:
1. Lasting/enduring power of attorney (not including family).
2. Appointed adult’s deputy.
3. Independent mental health advocate.
4. Independent mental capacity advocate.
5. Providing independent advocacy services.
6. receiving payments on behalf of an adult under the Social Security Administration act.
7. an order by the court of protection.

Transporting / Conveying:
1. Drivers or assistants transporting adults because of the age, illness or disability to, from or between places where they receive healthcare, personal care or social work (not including family, friends). This includes:

  • Hospital Porters.
  • Patient Transport Service Drivers and Assistants.
  • Ambulance Technicians.
  • Emergency Care Assistants.

 

Workforce Type = “Other Workforce”. (This is where the primary focus of the work is not directly Child or Adult related)

This covers Staff who are Permanent, Temporary, Volunteers or Contractor in a Educational, Medical or Care environment.

1. Applications considering granting or renewing a private hire vehicle licence not contracted to drive children or Vulnerable Adults.
2. Applications considering granting or renewing a licence to operate premised where Gambling takes place.
3. Applications considering granting or renewing a licence for an individual to operate premises where Gambling takes place.
4. By or on behalf of any authority when an individual applies to work for the Gambling commission.
5. By or on behalf of any authority to grant or renew a licence to a body who wishes to run, promote or sell tickets in relation to the National Lottery.
6. By an individual who is required to be registered with the immigration service to provide advise or services to another.
7. By or on behalf of any authority to grant or renew a licence to any body or organisation who’s remit is to produce, supply, offer to supply any controlled drug in the course of their duties.
